The evaluation criteria determined by the Ministry of Labor and Social Security for the objective and quick conclusion of the procedures regarding the work permit requests of foreigners are as follows:

1) At least five Turkish citizens are required to be employed at the workplace which the work permit is requested. If the foreigner requesting permission is a partner of the company, the requirement of five person employment  shall be sought for the last six months of one year work permit to be issued by the Ministry. In case of requesting work permit for more than one foreigner in the same workplace, employment of five Turkish citizens requirement will be sought for each foreigner after the first foreigner given a work permit.

2) The paid-in capital of the workplace must be at least 100,000 TRY or gross sales of at least 800,000 TRY or the final year export amount of at least 250,000 USD.

3) Article 2 shall not be applied in requests for permission for foreigners to work in associations and foundations; articles 1 and 2 shall not be applied in evaluation of work permit applications for foreigners to work in Turkey agencies of foreign state airlines, education sector and home services.

4) The foreign shareholder of the company requesting permission must have a capital share of at least 20%, not less than 40,000 TRY.

5) The amount of monthly wages declared to be paid by the employer to the foreigner must be at an amount compatible with the duty and competence of the foreigner. Accordingly, taking into consideration the minimum wage amount in force as of the date of application, the minimum amount to be paid to the foreigner should be;

a) At least 6.5 times the minimum wage for senior managers, pilots and engineers and architects requesting preliminary permits,

b) 4 times the minimum wage for unit or branch managers and engineers and architects,

c) At least 3 times the minimum wage for working in jobs requiring expertise and mastery; and for teachers,

d) At least 1.5 times the minimum wage for foreigners who will work in home services and other professions.

6) Claims requiring expertise and mastery, such as masseur, masseuse and SPA therapist, of at least four-star tourism enterprises certified by the Ministry of Culture and Tourism and certified holiday villages which prove that they have a permitted massage parlor, will be evaluated. The claims of enterprises and workplace that are not included in this scope will not be considered appropriate.

7) A further quota will not be applied for foreigners to be employed in jobs requiring expertise and mastery, and in the entertainment sector and tourism-animation organization companies if they employ at least 10 Turkish citizens.
